Hobgoblin Patrol Leaders are tougher creatures than their fellow Hobgoblins. They possess levels of Fighter and Rogue giving them access to better Hide and Move Silently as well as Sneak Attack. Their Fighter levels increase their BAB and AC as well as overall HP.
At higher difficulties they can dish out some damage.
