Move through the first hallway till you come to the fork in the road. Picking left or right doesn't change the outcome of the dungeon so pick either (left has a simple trap).
In the large room you'll want to jump to the floor area with the deeper depth of water to lessen your falling damage. Once there you'll need to find a ladder on each side, climb it, kill the monster and flip the switches.
After the two switches are flipped go in the water and swim through the opening towards the ladders. Once you get out of the water you'll be confronted by a Kobold shaman and an ooze. Once you dispatch them, loot the nearby chest and walk towards the rope for completion of the dungeon.
Upon completion of this quest you will be able to move freely throughout the entire Harbor zone.
