Just a tip from my playing experience ...
If you are intending to play a character, know what are the strengths and weaknesses of the class / race. For e.g. halflings make good rouges but may not make good fighters (generally speaking).
If you're a new player, stick with what the class / race is good with. Rouges especially would have to be played with care. Do you want to be a diplomatic player that haggles a lot, or do you want to be the sneaky sneaky thief that stabs people in the back ... or the genius trap finder and disabler that leaves no trap un-disarmed.
Find out what you are good at, and max out your related skill points / ability modifiers and you'll be able to do it the best as your character can ... Now, whether your dice will co-operate, that is another question.
