You can equip your armour in the water, as long as you are floating and not clinging to a ladder. Therefore, strip your armour, dive through the underwater pipe and come out for a breath of air, put on your armour IN the water ... the move out to fight the enemies ...
Note: This doesn't work for Shields yet though ... maybe I am doing it wrong?
