There are a handful of zones that are considered 'outside'. Some of these zones have small dungeons that aren't associated with specific quests although they do have chests inside.
Sometimes, in remote places of these zones you can find NPC's that start you on quest series that can span up a dozen quests long.
Do not hesitate on exploring these zones fully before counting them off.
